I've recorded audio, converted it to ulaw with SoX, and in several cases, there is static in the background that's not there with other formats. Is there a way to work around this?

To rectify this IVR problem, you may want to do some of the preconversion in your audio recorder even if it doesn't fully support u-law wav files. Most audio recorders do support some form of wav export and kHz settings. If you can not store directly as u-law wav the next best option is 8kHz 16-bit linear. The key is having the audio recorded at 8kHz since the downsampling of audio can add artifacts. Alternatively you could try using a different sound recorder that does support u-law recordings, such as Audacity, it is free and available on most operating systems:

This software does support 8kHz U-Law recording with RAW or Microsoft WAV headers. For more stable production use Plum recommends Adobe Audition (previously Cool Edit).
