We host our own PlumVoice server.

To specify the caller ID on a per call basis, you'll have to change your phone_number parameter to also include the caller ID you want the call recipient to see. The format is: phone_number=tel:+10123456789;ani=1234567890 (This would make an outbound call to 012-345-6789 and display a caller ID of 123-456-7890).
No mater what I put in for the ani, my calls seem to come in as my main outbound number.
What might I be doing wrong?

The method you described for masking the ANI appears to be correct. However, please note that there is no 100% guarantee that the ANI that you set will be presented to the callee as there are multiple variables such as your carrier and the carrier of your callee of what ANI is displayed to the callee.
