Unable to add new user

I'm set up as an admin and not able to add a new user. Entering required fields and receiving message that fields are missing.

We see that the admin user used to be someone else on your account. If you haven't logged out/in recently, please log out and log back in as you may have older non-admin permissions cached. Also, just to be clear, all fields are required. You must enter a first and last name, and an email address for each new user.

I've logged out and logged back in and cleared my cache. All fields are entered, but am still receiving the error.
